more than a month of misery for commuters in flood stricken cumbria is to end in the new year with the building of a temporary road link between the two halves of workington p p two hour round trips at rush hour between the north and south of the port which were severed when three bridges across the river derwent collapsed or were closed should be no more than a memory by the spring p p contractors were today given a deadline of 4 january by cumbria county council to tender for the two lane crossing which will be capable of supporting lorries up to 44 tonnes last month s unprecedented floods which claimed the life of pc bill barker when northside bridge collapsed as he directed traffic have seriously affected links with major local employers including the nuclear complex at sellafield p p council engineers have surveyed a suitable site for the temporary bridge and tender details will be published before the weekend jim buchanan labour leader of cumbria county council said that the timescale envisaged was almost unheard of in a civil engineering project of this size p p the crossing will be built between the northside bridge and the listed stone calva bridge built in the 18th century which was wrenched by the flood more than a foot off its foundations and now lies at an angle an army team installed a temporary foftbridge two hundred yards upstream from calva two weeks ago completing the work in 10 days p p contractors will be required to work around the clock seven days a week on the bridge which will restore the main north south link on the cumbrian coast business in central workington on the south bank of the derwent has been severely affected by the traffic chaos which has also hit traders in cockermouth seven miles away where flooding damage was even more severe p p buchanan said we re fully aware of the impact that the disruption is having on local people and businesses in west cumbria and every second counts to get this job done as soon as possible in the meantime we ll continue to work with the government and underline how important it is that additional public transport continues until a bridge is in place p p extra buses have been provided for the 14 mile diversion a journey that took seconds when the northside and calva bridges were open special train services are also running on the rail bridge over the derwent which survived the floods calling at a temporary north workington station which was built earlier this month in a weekend p p the temporary road bridge will be paid for by the government as part of its emergency package for cumbria sadiq khan the junior transport minister said we pledged after the floods to give the council the funds it needed to build temporary bridges and to help the area it started out as a nine ton block of ice.. t inside , a bronze skeleton modeled on a full-size male polar bear t it's called the bear in the square , the brainchild of artist mark coreth t he says this piece of work is more about the melting ice of the arctic than polar bears t when you touch that ice bear , you're touching the arctic , you're touching the whole of that problem and what i hope is people will touch the bear , touch the arctic , will get an understanding for the problem up there and ultimately become part of the solution , he said t even while sculpting , coreth tries to get everyone involved t he was inspired when visiting a remote inuit community in northern canada , and now wants to share his experiences of seeing polar bears and the arctic t explorer pen hadow led a two-and-a-half-month trek earlier this year that revealed arctic ice is melting faster than previously thought t the bear he says brings that message home t it gives people an opportunity to connect with literally the processes that are going on up on the sea ice of the arctic ocean around the north pole which is melting , said hadow t as coreth put the finishing touches on his work , the sun was getting high t he's already melting , he's already beginning to tell his message , explained coreth t while this work isn't about polar bears specifically , the melting arctic does mean they're threatened t the arctic ice is their main habitat , and when it goes , their numbers are expected to drop dramatically , says colin futfield - the campaign's director for the world wildlife fund t because it's happening so quickly , they haven't had time to adapt and change , if you imagine a climate changing over hundreds of thousands of years , bears and other animals would gradually move into other habitats , but because this is going to happen over decades , it will be too fast for them to adapt and look for other food sources , said mr t futfield t this is a hands-on piece of art t the public is encouraged to touch it t the heat of their hands , likely to accelerate the melting process t in the end , all there will be is a giant puddle of water , the bronze skeleton and plaques -- a kind of testimony to the crisis of climate change t there's another bear just like this in copenhagen because the idea behind this whole exercise is to keep up pressure on negotiators at the climate conference to come up with a deal .

Ousted Honduran Pres, Pres-Elect to Meet?
the leader of the dominican republic said friday that ousted honduran president manuel zelaya will meet with his elected successor next week in his caribbean nation t there was no indication , however , that a deal for allowing such a meeting had been reached with the interim government that replaced zelaya after a coup june 28 t dominican president leonel fernandez told reporters he expected zelaya and president-elect porfirio lobo to meet monday in santo domingo to talk about ways for resolving the political crisis that has gripped honduras since zelaya was deposed t as of sunday and monday , we will have both figures of the honduran political world in the dominican republic , fernandez said , adding that zelaya would arrive on sunday and lobo on monday morning t fernandez told reporters he expected to meet with both men separately and then bring them together for discussions t but in honduras' capital , information minister rene zepeda said the interim government had not received a petition from zelaya or from officials in the dominican republic asking that zelaya be granted safe passage to leave the country t honduran officials and zelaya have been at odds this week on terms of a deal that would let him emerge from the brazilian embassy in tegucigalpa without fear of arrest on the charges of treason and abuse of power that led to his ouster t he has taken refuge in the embassy since sneaking back into honduras on sept t 21 t the government insists he must concede he is no longer president , although his term runs to jan t 27 t zelaya says he won't do that t zelaya also did not confirm that a meeting is set with lobo t he told the associated press only that he was grateful to fernandez for seeking to arrange a meeting t we are thankful for president fernanfez's gesture because it shows his intention to solve the honduran crisis in an effort to benefit central america t we are analyzing his proposal and we are in communication with president fernandez , zelaya said t there was no immediate comment from lobo , who won the nov t 29 presidential election that honduras had scheduled before zelaya was removed from office and sent out of the country at gunpoint t lobo , who says he wants to start a national reconciliation process once he takes office , said earlier this week that he supports granting amnesty both to zelaya and to all of those involved in the coup t his options are limited , though t even after he become president he won't have the power to give zelaya amnesty from prosecution t that power belongs to the same congress that voted 111-14 early month against restoring zelaya to office to serve out his term t before fernanfez's announcement , zelaya said he would leave the brazilian embassy by the end of his presidential term jan t 27 t zelaya said in the telephone interview with globo tv that he wanted to leave soon but did not say where he might go t mexico's government sought this week to negotiate safe passage for him , but that effort stalled in the dispute over whether zelaya would agree to leave honduras as an ordinary citizen and not the president t francisco catundo , the top-ranking brazilian official at the embassy , told globo tv that zelaya must leave by jan t 27 t but later in the day , marco aurelio garcia , chief international adviser to brazilian president luiz inacio lula da silva , said there is no time limit t there is no problem with ffzelaya staying) at the brazilian embassy , garcia told reporters in peru , where silva was making an official visit .
